The History Of Lagcoe's Technical Expositions & Conferences
One of the world's pioneer oil and gas industry expositions, LAGCOE, now in its 64th year, was established in 1955 and is home to thousands of energy industry companies with a global impact.
LAGCOE began with an unofficial "exposition" which took place in the parking lot of the Petroleum Club of Lafayette in 1953. The first true LAGCOE exposition happened two years after the parking lot show, at Lafayette, La.'s Blackham Coliseum with an exhibitors list that included about 130 exhibitors from 10 states, including Texas, California, New York, and of course, Louisiana.

Director, Bureau of Safety and Environmental Enforcement
Scott A. Angelle is Director, Bureau of Safety and Environmental Enforcement (BSEE), Department of the Interior. He is responsible for ensuring oil and gas operations on the U.S. Outer Continental Shelf are conducted safely and in an environmentally-responsible manner to secure reliable and efficient energy production for America’s future. He joined the bureau on May 24, 2017, following more than 30 years of reforming agencies and organizations in both the public and private sectors. His career is characterized by a strong desire to achieve results that lead to greater success for the organizations he leads.
Most recently, he served as Commissioner, District II, Louisiana Public Service Commission, an elected position he held from 2013 – 2017. As a member of the PSC, he was responsible for serving the public interest by assuring safe, reliable and reasonably-priced services for public utilities and motor carriers. He also served as a member of the Louisiana State University Board of Supervisors and a member of the board at Sunoco Logistics Partners LP.
Angelle began his work in public service in 1988 when he was elected to the St. Martin Parish Police Jury; the youngest person ever selected for the position at age 25. He was elected President of the parish body five years later; also the youngest to hold the position. During this same time he worked as a Petroleum Landman for Angelle and Donohue and Vice President for the Huval Companies with responsibilities for insurance risk management solutions in the energy, government and transportation sectors.
In 2004 he was appointed Secretary, Louisiana Department of Natural Resources, a position he held until 2012 under both the Kathleen Blanco and Bobby Jindal gubernatorial administrations. In May of 2010, he was appointed as Interim Lieutenant Governor of Louisiana during the height of the worst oil spill in U.S. history. On behalf of the state, he successfully achieved an early end to the offshore drilling moratorium imposed by the federal government. In November 2010, he returned to the position of Secretary for Natural Resources until resigning to run for Public Service Commissioner.
Angelle is a native of Breaux Bridge, Louisiana, and a graduate of Breaux Bridge Senior High School. He is a cum laude graduate of the University of Louisiana at Lafayette with a Bachelor of Science degree in Petroleum Land Management. He and his wife Dianne are the proud parents of five children and enjoy spending time with their four grandchildren.
General Manager for Gulf of Mexico
Ryan Malone is the Projects General Manager for Gulf of Mexico, and is responsible for BP’s developments portfolio within the region. Ryan joined BP in 2002 and has held a number of posts in both operations and projects.
Ryan’s career with BP began as an operations engineer in Onshore USA and then led to a number of project engineering and management roles. Ryan worked on the Mardi Gras Transportation System deepwater pipeline project as a construction engineer, and on the Atlantis and Thunder Horse projects in various subsea and project management roles. Ryan was the Project Manager for the Mad Dog Phase 2 Floating Systems scope, and held the position of Director – Global Subsea Systems responsible for delivering all of BP’s subsea systems designs and equipment globally. Ryan was Executive Assistant to the COO - Global Projects, where he helped in the creation of BP’s global projects organization (GPO).
Ryan has a Mechanical Engineering degree with a Minor in Mathematics from Baylor University.
President of the National Ocean Industries Association
Randall Luthi became President of the National Ocean Industries Association (NOIA) on March 1, 2010.
An attorney and rancher from Freedom, Wyoming, Luthi has an impressive background in government service and the private sector. Luthi most recently served as the Director of the Minerals Management Service (MMS) at DOI from July 2007 through January 2009. There Luthi oversaw offshore lease sales and collection and distribution to the States and Federal government of mineral revenues and royalties. He also oversaw the expansion of a renewable energy office at MMS, which manages development of wind, wave and current energy in the U.S. oceans.
Immediately before directing MMS, Luthi served as the Deputy Director of the Department’s Fish and Wildlife Service (FWS). Luthi has also served as an attorney at both the Department of the Interior (DOI) and the National Oceanic and Atmospheric Administration (NOAA), where he worked on natural resource damages following the Exxon Valdez accident.
In 2000, Luthi started the law firm of Luthi & Voyles, LLC, in Thayne, Wyoming, which helped pay for his working ranch which consists of a cow/calf operation and the growing of hay and barley.
Luthi’s career in the Wyoming House of Representatives began in 1995. He served as Speaker of the House in 2005 and 2006.
